Shanghae, December 18, 1907. YOURS 16th. Dresing wires ten stations accepting traffic to entire world at Japanese rate, thereby depriving our joint purse certain revenue, already establishing dangerous precedent, which at least France and Russia will follow to detriment existing arrangement. If these ten stations not handed to China Russia will cancel Convention, open similar number North Manchuria, and exchange telegraph traffic with Japanase railway telegraphs.
